They do as a practical matter. Their everything data 450 plan includes unlimited talk to ALL cellphones no matter the carrier. Most people, maybe not you, make 90% of thie calls to cellphones now. SO it is unlimited for ALMOST EVERYONE.

In my case, at least, I make a majority of my calls to mobile phones. HOWEVER, the majority of my anytime minutes are spent on calls to relatives' landlines. Older people still have landlines.
