Network Upgrades in Chicago?

Just wondering if anybody knew what this was about. It's the second pop up I've seen in the past two weeks. Are there any upgrades taking place on the southwest side of Chicago?

I've been experiencing problems in recent weeks as well. I wouldn't say slowdowns, as I still get ~2Mbps downloads, but I see huge spikes in download jitter in the early evening that seem to be wreaking havoc w/ my voip service as of late. I called customer support and they basically said I'm out of luck if I'm still getting my 2Mbps download speed. Is this anything like the problems you're referring to?

Very noticeable slowdowns during youtube videos, or file downloads. Tried speed tests, that showed I was only getting a fraction of my normal speeds.

I just ran a speakeasy speedtest and I'm getting the speeds I am paying for. The upload is a tad slow, but it's not bad.
