Oh I see so you want to pay interest and finace charges as well since the policy is B&W FROM TIME SHIPPED to you, NOT when you got it. So likely you will not win.

And likely had to check box... I read TOS before order accepted where also stated.

And if a major propbem why couldn't you get in back in 3 weeks (21 days)??? (the most time it likely took to get to you even coast to coast)

Oh no!! Not a check box!! I've never once lost a chargeback with my AMEX, even when I was clearly in the wrong and I filed a chargeback only to be a dick.

Chargebacks almost always work and I would highly recommend that the OP give it a try.

When an e-tailer says you have 30 days to return the item after shipment, it means 30 days after they ship it, not 30 days after you receive it. That's not just a Zip Zoom Fly policy. And that's more than reasonable when it comes to an electronics product like a netbook or other computer which is fragile and depreciates VERY rapidly. Without a credit card, you'd be sunk. With a credit card, you may well be able to force a chargeback. Not that you deserve one. You're abusing your privilege and taking advantage of an honest retailer and its honest customers, IMO.

ZZF said they will let it slide this time after I talked to a supervisor and said I would dispute it on my CC.

It just says shipped to you.

If it takes 29 days for them to ship it, then I only get 1 day to decide if I should return it or not.
That is 100% correct. You won't win on that issue as "shipped" to you is not when you "received" it. They shipped it, you received it and that is pretty simple that you have waited too long. UPS or FedEx is only a carrier for ZZF. They have a Shipped Date and a Delivered Date in their system to prove when you received it.

When you receive a shipped item, that is not the shipping date unless you paid for instant same day delivery or you picked it up the same day at a "will call" location.

ZZF called and left a message. They said nothing is wrong with the notebook. I just paid almost $20 to ship it to them, and missed out on the $20 rebate because I had to ship it with a UPC.

They said they can either:
1. Send it back to me
2. Send it to ASUS for further testing
3. Refund my purchase, but charge a 15% restocking fee.

I don't like either of those options. Why should I have to pay a restocking fee on a defective notebook? Should I tell them ok, and then dispute the charge once my money is in my account?

Are you insane? You're talking about letting them refund your purchase minus 15%, then disputing the charge so you get an additional full refund? I hope you do it and go to jail for fraud.

Tell them you accept none of the options, you will file a dispute with your CC. Refuse the package if they send it back.
