AT&T charges a fee to use their GPS Navigation service, which is a tad better than Google Maps. You pay a fee for the service, not for the GPS access.
That isn't what AT&T told my friend. At least, that is what he told me. But, judging from carrier mentality I wouldn't doubt that is what they are trained to say when they hear "GPS".
