I tested the NJ server, due to it's proximity to boston, but the other speedtests come up with similar downspeeds.  Is it safe to assume that this is a problem with my ISP, rather than some sort of outage between me and the NE corner of the nation?  Do my SNM/LA look ok?  What's the best course of action in this scenario?]]></description>
