There's nothing in the HD standard that says HD has to be a specific bit rate, only the resolution and frame rate are specified. So for all intents and purposes Netflix is HD (as was DirecTv and is Comcast's HD).
There's nothing to "make up" since the video is already at the right resolution, there's simply less detail in the picture. It's like comparing cable or OTA HD to blu-ray. Both are HD, but blu-ray looks better.
As for Netflix, it can come close to cable and OTA HD quality do to the fact that it uses VC-1AP which is a more advanced codec than MPEG-2 and also that they optimize their video encodes. --
