Maybe that's a "loophole" too. Maybe VoIP has reached a level of ubiquity that it should be better regulated.
Also, your emphasis on "free" implies Google doesn't have a profit motive or receive an imputed value by providing it. RoI may be something else we need to think about beyond traditional bottom-line numbers.
The only argument I've heard which made sense (that GV should be less regulated) is that they aren't providing an end-user telephone service. It's just call forwarding. (However, I've read GV can be used with SIP as an end-user service. But, it sounds like GV tries to prevent that.).
reply to NOVA_Guy I agree that Google Voice has a right to block high cost calls but failed to mention that it is my belief that a company that selectively blocks calls to certain telephone companies can cause complete chaos. How will a customer know whether a call does not go through because of a translation error in the central office or the service provider blocking traffic to that telephone exchange. If any service provider wants to selective block calls they should provide a recorded announcement why the call is being blocked.

People know that those sex and conference numbers cannot really be free and have no reason to complain when voip companies block those scammer numbers. -- Democrats are not Socialists any more than Republicans are.
