Belkin N1 Vision - bandwidth not shared

Using a Belkin N1 Vision - the router setup page says it's a F5D8632-4 v1. I'm having this issue: when only one PC is using the Internet through the router, it connects perfectly. However, if this PC starts a big download or other usage of bandwidth, no other PCs on the network can use the Internet at all.

The desired behavior is something more like: PC 1 uses all 1.5M bandwidth. PC 2 needs to connect. Each PC receives about 700k bandwidth. When PC 2 is finished, PC 1 receives 1.5M again.

I've used the built-in option to check for updated firmware, with no luck.
