VZ would have to rent the poles/right of way to offer service, where they're not the ILEC. I believe there is one area in Texas where ATT is the ILEC and VZ has a little FTTP. I don't think we'll see any of that soon, seeing that VZ has a lot more of their own territory to upgrade.
