Nope, we're all on the same CO. And areas on the
same CO that are
further away have it. Basically, Fios goes past our neighborhood, but we can't get it.

Well according to your diagram you should have FiOS, but for some reason you don't. It looks like you have Verizon DSL, so maybe you have new Copper there. If so it was a financial decision not to bring in FiOS. You could also have a Community that is feed differently, and was put on the back burner for later deployment. So if you want FiOS, the Community has to get together and ask Verizon what up.
