Thank you so much user/user works and I am now able to see the settings of my SPA2102. I was looking around all the settings but I cannot find anywhere to change the Download Limit. I only found the Uplink Limit which is set to 256kbps.
I also found out another problem recently when wiring my network like this
MODEM > VoIP > ROUTER > Computers
Some online games will hang or timed out every 3-10 minutes and I know this because the problem doesn't occur when factory default and no dial tone in the phone (which is the time no speed is being used for the phone).

Almost got me happy, I change that uplink limit to 1024kbps (1mbps)
then I did a quick speed test again, the speed test started from 25 mbps then went down to below

I am not always convince by single tests, so I did another test right after this was done. It went back down 
Then WOW, what happened again? It's not stable, keep changing. Any advice how to control the speed?

1 edit | Those speed tests are unreliable, especially if there's a tiny bit of lag or your browser hangs for a second while it loads.
Try downloading a large file from Microsoft or another well-endowed (capacity-wise) server for 15-20 seconds and see what the actual transfer rate is. |

| The speed ranges from 925 KB/s to 1.24 MB/s when downloading using a download manager. With firefox it doesn't go over 300KB/s. But the first time, I tested it was going only at 400 ish KB/s. I guess it's depended on how busy the traffic is in my neighborhood. I thought Cable lines are dedicated to each home  |

During the day speed is 7.5Mbs and after 6PM around 1Mbs. I am with CIA cable service which is Rogers ISP and it is actually begun from October 26. CIA doesn't know when it will be back to normal. Probably better to go ADSL. |

4 edits | reply to SamSimp In the OP's current configuration, the VOIP adapter is grabbing it's bandwidth first and then acting as a pass through to the router. I would much rather have the modem go directly to the router and the VOIP adapter hooked up to one of the standard ethernet ports of that router. The router could then handle all bandwidth allocation. |

Questionable sites that pester you with prompts to install stuff are obviously no-go... but some legitimate sites do use load-sharing download managers to spread the load across their mirrors so they can deliver faster downloads without taxing one specific mirror more than any other.
For example, Xilinx uses a Java-based manager to handle their ISE Webpack downloads and when I downloaded it, it pulled data from up to four servers to provide a steady total of 605KB/s. |
