Qwest CO upgrades in Boise, Idaho

Anyone privvy to when the CO's are getting upgraded in Boise boundary areas for 20Mbps service?

My co is less than 400 yards away yet I cna only get 5mbps DSL. I heard a rumor that it was scheduled for a "capacity upgrade" at the end of November but I can't get anyone to confirm it for me.
