All they are doing is sending the old NTSC Channel Frequencies over Fiber. In reality that is not high tech and is what I call CATV double talk. More double B.S. as the Cable industry lies about the last mile and infers that the way the Cable Industry uses fiber is the same as the telephone companies use of FiOS. RFoG is an option cable has to bring FTTH without having to rebuild headends and change customer equipment (DOCSIS Modems, digital boxes and MTA ect... ). It extends the existing fiber from the node to the home, while keeping cost down.
This article is about cable saying state of the art and people think FTTH rather than FTTC. Which I'm sure Comcast would say it refers to how they are using the fiber backbone. What technology is at each end of the fiber.

You'll find FIOS is using RFoG for video service. You'll find cable using RFoG for everything.

It allows them to build a hybrid HFC/FTTH infrastructure very quickly and comparatively inexpensively. Why wouldn't they do it? Not much different than Verizon still offering copper DSL where they haven't built out FTTH. These companies are not charities -- they have to have a rationale business model.

You'll find FIOS is using RFoG for video service. You'll find cable using RFoG for everything. Not everything, most of the bigger cable providers offer fiber for customers wanting "Business" connections.
