If your account can't be authenticated correctly, that usually has a trickle down of blocking calls in or out of the account.
Not too dissimilar to what happens when you don't pay your bill, the flag is set at the authentication and voila, calls are blocked or routed to a CS rep.
You can argue the 5% number, but I am thinking they aren't entirely sure how many were impacted, unless they called CS when the network came back up. |
