Government stripping our rights? Same old.
It's funny because they still can't seem to figure out why piracy isn't decreasing by putting in all these "restrictions" and "encryptions". Look at blue-ray, they spent probably millions on an encryption scheme, it was cracked shortly after. Did they not think people would figure it out? Some people write cracks for programs for crying out loud, I doubt a media encryption will really stop them.

Congress may require ISPs to block fraud sites
This could go both ways. Who determines that a site is a fraud site? What happens if a site is "accidentally" listed as a fraud site? Will a person have to pay to be removed from the list EVEN IF they were accidentally added to the list?
If its the ISPs that determine what a fraud site is, I am just seeing the evil Grinch smile on their faces right now. "Pay us $500 and we will remove you from the list, regardless of wither you took down the fraud site or not!".
I think our energy is better spent tracking down and fining or court order to take down the sites of those who have a scam site on their server.
