Well, my provider charges me $30 for 6GB, *including* tethering. Because if I'm paying for 6GB, I should be able to use it however I want. What does it matter if I consume my 6GB on-device or off-device? Either way, the same amount of data is consumed.
Luckily, my provider (currently) thinks the same way, although they've indicated that they intend to change this.
