You only need to have the correct data plan and have access enabled once. Verizon doesn't do anything with the PIN. We've swapped numerous phones and we don't have to call Verizon to give them the new PIN, I just issue a new activation code and the phone handles everything else.
There is a possibly that they somehow know what the PIN is when we swap phones, but we swap phones through their web portal so unless they have some sort of IEMI/ESN to PIN database that automatically registers the new PIN with RIM, they're not updating anything.
The PIN is linked to the IEMI/ESN and if the activation doesn't work correctly EA fails. It happens now and again and once VZW updates their records EA sails through.
