You are correct, the limitation is on the greater "internet" side more so than at your home. However, the majority of consumer grade hardware (Linksys routers for example) can not properly handle an internet connection about around 15Mbps, and thats why FIOS provides the Actiontec device.
Sure? Even cheap and nasty routers these days can do 50Mbps+

Yep, 100% positive. Althought the devices have a 10/100 ports, many simply cant handle the throughput. I used Linksys as an example due to their popularity, and the WRT series tops out at around 15Mbps (and thats WITH 3rd party firmware helping things along!).

Ah ok. My last 3 routers were all capable of over 20Mbit, even my venerable old Buffalo.

I dont think Buffalo ever suffered from this issue, and I had a D-Link that worked great. My understand was that it was mostly a Linksys problem, although there were other devices that couldnt cope either.
