They Steal them use them and your on the hook for what ever they download for spoofing your IP and Mac.

It will actually look like its coming from you. There is no provisions to fight against said actions. Bell and Rogers has already demanded money to be paid cops. This was already seen when that american uni got a court order demanding the names and addresses and phone numbers for IP's that were Bell and Rogers. So yes, they will be "paid" cops. Not free cops.

Also, they are taking fines. A portion of this would likely go to the ISP for maintaining this program. So again they will get paid.

Once allowed to reconnect after a year people will be pissed and not use Bell or Rogers or videotron. Bt they will go to one of their resellers/wholesale group.

If they provide means such as a VPS (ie acanac), mlppp (velcom, TSI) to by-pass restricting throttles, this will likely fall under this.

iiNet in AU is already been charged with this.

You are correct about that. Internet talks to create copyright police
U.S., Canada lead charge against illegal downloaders

Under the worldwide rules of the Anti-Counterfeiting Trade Agreement (ACTA), Internet service providers such as Bell and Rogers in Canada would be required to become copyright police and filter out pirated material from their networks, hand over the identities of customers believed to be infringing copyrights and restrict the use of identity-blocking software.

ACTA would employ a three-strikes policy. People believed to be regularly downloading copy-protected material, such as movie and music files, could have their Internet connection severed for up to 12 months and be forced to pay a fine.

“It’s incredibly disproportionate. Three unproven allegations of infringement will cut off Internet service for a year for an entire family,” said Michael Geist, who holds the Canada Research Chair in Internet and E-commerce Law at the University of Ottawa.

“It’s not based on the individual user, it’s based on the connection,” added Geist, who said he has received details of the proposals from people closely associated with drafting the agreement.
