I don't know anything about SCADA. What does it do, send water pressure/flow, etc?

Is there a program that will decode it, or would there even be anything to see?

(I'll change the step on the radio tonight and see if it sounds better when it's actually on-frequency...)

I believe that frequencies in that band are narrow, so is it possible that you were a little off on the frequency?

I see where I live the Airport and Xenia RWD have frequencies licensed in that band, And they're both 6K00F2D which means FM Digital Data 6Khz wide... Probably the reason HRD wont decode it... I dont know if HRD can do digital packet.
