[Cable] Is it right?

OK, so i went on my netgear router settings page (192.168.0.1) to forward some ports for a steam game, i noticed it said that my connection download speed was
8388 Kb/s which i assume to believe is 3.2Mb/s. but when ever Im downloading software or games off IE it says the download rate is 250 Kb/s!!! Is this IE being rubbish or something or is netgear giving a false reading.

Do you have any ideas what it might be?

Both are measuring different things.

IE is assessing your aggregate download speed from said server (which may be busy)

Your Netgear router, is most likely looking at the aggregated bandwidth made available over the last leg between it and the exchange point.
