When a copyright protection agent opens a torrent, the host tracker sends it a list of seeders and leechers (peers), including their IP addresses. As long as a peer remains in communication with the tracker, it remains on the peerlists. Only leech mechanisms that discontinue tracker communication eventually drop users off peerlists. What bitorrent users with blocklists seldom realise, is direct connection/ transfer isn't necessary to identify both them and what they're sharing, thats what the tracker is there for.
