I know what the phantom fee is (really!!!)

The fee is for data use on an alternate carrier. This is how sneaky
they are:

My family plan which includes a phone for my father was getting
hit by the $1.99 fee. This was a data fee for a "data" connect.
Funny thing about my fathers phone setup was "all text and data"
was DISABLED. Nothing in nothing out! Period!

After some bitching a couple of months in a row about these fees.
I pressed the VZR rep to explain how a disabled phone kept getting
these charges. Well she did let the "CAT" out of the bag. She did
confirm the phone was disabled, but then remarked it was not
disabled for "roaming carriers". A demand for that block, stopped
the phantom charges. This would make sense because of NIBY's
in my area there is a section of road with absolute bad coverage.
My father travels that route daily. Carrier drop out and re-sync
could cause "who knows what to happen".
