I fully understand what it is you're wanting (front panel audio connector -> PCI slot/backplane insert/cover).

No mainstream company I know of makes such a thing. However, such a device was in fact made for the DFI LANPARTY LT X48-T2R motherboard. It's called a "Bernstein audio module", and looks like this:

I have absolutely no idea how you'd get your hands on one of these though.

An alternative would be a FrontX device. It's the reverse of what you want (meaning the connectors would be on the front of your PC). Don't let the pictures fool you either -- they do make a product that lets you hook the front panel audio connector to a device that gets installed in the front of your PC, just not a PCI slot/backplane insert/cover.
