I just was googling for answers for you and one of the solutions that turned up for someone was unblocking port 443, which is used for SSL connections. The bank that I access online has a two stage login and I don't have any problems with the second E.V. SSL page opening.
Have you tried accessing the site using Opera or Iron?
Is there a Hosts file in play?
I have not determined that NIS is blocking any ports at this time. Do you know where I can check this in NIS 2009?
