Thanks for making these suggestions. I tried making those changes. It doesn't look like Receive Window (RWIN) is being updated by Dr TCIP (my OS is Windows XP Media Center)
Note your transfer rate after about 30 seconds. Then cancel the download.

Thanks - I tried TCP Otimizer and that seemed to be able adjust the TCP receive window. It looks like the Verizon speed optimizer changes the TCP receive window in way that Dr TCP cannot overide. Anyway download speeds on the Java speed tests are still about 4.5Mbps - interestingly the Flash based speed tests report 5.6 - 6.6 Mbps download speed.
I know it says the Java test is more accurate for higher speed connections - but the Flash based tests say they are appropriate for up to 20Mbps connections.
Wonder why there is a big and consistent different.
I tend to believe the Java based test as its result is similar to Verizon's speed test at 4.5 Mbps
