Your troubles start at hop 10 and go down from there. Your 2nd hop is to the CO. It should be lower, but not a deal breaker. Then at hop 16 the latency spikes. It looks like after leaving LA it goes overseas to Korea (?).

Unfortunately there nothing that you can do about it. The only thing that you can do is to talk to your ISP and show them the tracert.
