The 400 corsair is one of the least expensive decent quality supplies you will find that has an acceptable 12v. Don't try to go cheaper on this component. It wouldn't be a wise thing to do and might even put you back where you are right now.
You do not need to replace your case, just your power supply. The budget doesn't allow for spending on a case. I assume your case is a standard mid-tower case. It isn't something tiny that is going to pose a problem with fitting a graphics card in?
Ok, we are looking at a $400 budget. We need a power supply and a graphics card at minimum. You want a motherboard, cpu, ram in addition.
Can you confirm the speed of your ram? It is becoming more important that we try to salvage it.
I'm sure you are getting tired of answering questions and not getting answers from us. It is important to get all the details right though.
