Blocklists can be circumvented so easily. Just as easily as I can go sign up with any ISP out there, so can the RIAA/MPAA. Once i'm signed up, I can go and pull the list of peers on a torrent, log the data they shared with me, and fire off a cease letter to scare them. Just as easily as I can do it, so can the RIAA/MPAA.

How is PG going to defend against that? Are they going to block every single residential IP? They would have to, wouldn't they?
