I use Comcast in the Easy Bay (Emeryville) as there are no other options, and I have to say, being concerned to move to Cable, it has been great for 1 month. I get 20mb down, and 3+ up. I am supposed to be capped at 15/3 but i have seen 10 up sometimes.
Paxio has Fibre to some of the apartment buildings here in Emeryville, super fast and low cost, but I think the City mandated some of this on some of the new complex projects. AT&T is pure dung, there are places where you can get 5+ meg down, but their infrastructure in the Bay Area is 70 years old, and they have little motivation to move it because the population density is low. Comcast is killing their decision to stay on ADSL or ADSL/2 (Uverse) here on the West Coast and Verizon is eating them alive on the East.
I would love to have access to Verizon FiOS, but the same reason AT&T does not do some massive change, is the same reason Verizon is not going to dig up the streets of SF to sell $30 broadband to a low density population, with a City " political climate" that surly would squeeze out all kinds of fees and taxes to lay those conduits.
Net-Net, try Comcast, and see if the building you are in has Metro Ethernet or Fibre, if not, get a ADSL backup.
