The only people who fear metered billing are people who believe their bill will go up with metered billing.
While you aren't entirely wrong, another part of the problem is that the people who simply check their email a couple times a day and use maybe 2GB/month should see their bills go down significantly if it were truly "metered billing." Do you think that will really happen? I highly doubt it.
