I do not agree with metering customer usage of their Broadband connection. If ISP's can provide sufficient payola to regulators to allow them to meter and charge a customer for Broadband usage, the ISP should be required to prove to government regulators, that the billing system is accurate and does not charge for overhead against a customers monthly allocation. Regulators should define what type of packets the ISP can charge against a customers monthly allocation. Packets from any IP address that is used to download security related packets should not count against a customers monthly allocation lest the customer blocks security updates to avoid exceeding their allocation.
If we review legal precedent we will find that advertisers are prohibited from sending certain types of advertising to customers. Telemarketers are prohibited from calling cellular telephone numbers and sending junk faxes. Therefore it should be illegal for websites to deliver advertisements to a customers browser unless the advertiser pays the ISP for the packets that they download. The downloaded packets should not be deducted from the customers monthly allocation. This is no different than the switched telephone network. If a telemarketer or advertiser calls a potential customer they pay for the call.
Commercial websites should be allowed to offer downloads that are not charged against a customers monthly allocation. For example an ISP should be required by law to negotiate with a company like Netflix to allow Netflix to pay the ISP for the traffic they generate downloading packets to a customer. The packets paid for and downloaded from the commercial website, to the customers broadband connection should be free of usage charges against the customers monthly allocation. |
