Belvedere Tiburon, CA | A good start would be.... A good start would be having the FCC reverse the rules and policies which have gutted the statutory provisions of Section 252(i), which reads:
(i) Availability to other telecommunications carriers
A local exchange carrier shall make available any
interconnection, service, or network element provided under an
agreement approved under this section to which it is a party to any
other requesting telecommunications carrier upon the same terms and
conditions as those provided in the agreement. As originally enforced (by the Reed Hundt Commission) this forced the ILECs to open up, piece by piece, the parts they sold to others, including their affiliates, without all of the burdens of an agreement that tied in things like bulk purchases or other services. Later commissions adopted rules and policies of non-enforcement of this section, and the result was to take everything the ILEC's way or not at all....
