Let me point out the obvious difference between the average rapist/murderer and the people you just mentioned: Motivation.
Someone could rape/murder a single person, and if they are doing so with the intent of affecting national policy, social issues or any political issue it is terrorism. While I disagree with people who say this: I do see logic behind the argument that warfare is state sponsored Terrorism. The fact that the cleric pointed him in one direction over another doesn't really matter. This jackass was going to do something, because he was too chicken shit to earn his pay.
