Comcast could in theory buy GE's 80%, but that isn't what GE wants. GE wants to maintain a 49% minority ownership in the new company, with Comcast controlling 51%. With Vivendi holding 20% GE could sell 41% of the company to Comcast, but I don't think that is what they want.
