P2P issues

I have been getting ridiculously slow P2P download speeds for utorrent and for the blizzard downloader (also uses P2P). I had been originally getting slow download speed through direct browser downloads but fixed that after doing the "netsh int tcp set global autotuninglevel=disable" command. All ports are forwarded correctly. I am running windows vista ultimate 64 bit and theoretically should be getting 150kbps down but am only reciving 20 kbps or less. If anyone has any idea what is going on help would be greatly appreciated.

Hey I can help if you could post more details, like ISP name, speed package, µTorrent version and whether or not encryption is disabled, enabled or forced.
