Not necessarily "reselling Clear service"

They might use the same towers and wireless spectrum, and maybe Clear operates and maintains those, but there is the possibility that the service will differ in who's Internet backbone the traffic goes over. In the case of Clear and Sprint, they use separate networks and each has it's own advantages and disadvantages. Clear has more stable and lower latency, less throughput bandwidth, and Sprint runs over their own sprint.net network and the speed is significantly higher than Clear (upto 16Mbps download and 5Mbps upload) and latency is double that of Clear's. I think Comast might use Clear for Internet transport in some areas and their own network in others. There are going to be differences.
