wireless broadband/pathping interpritation/packet loss help

I currently live in a rural place where wireless broadband is my best option; however, I am about to abandon it altogether because of slow speed and timeouts. I am in desperate need of some help, my internet times out frequently and I don't know whats causing it. The technician at my wireless ISP told me its my router but I would like a 2nd opinion. I ran a few test including a pathping; unfortunately im to new at this and can't interpret it. I am just wanting to know if the latency is on their end or mine. Any help in this area would be greatly appreciated. Here are the test results

hotmail.com and msn.com both are dropping ICMP packets (pings)

Use google.com or even dslreports.com instead.

Yes, as said above, use dslreports.com and you might also consider using pingplotter and running it for 24 hours.
