Acts attributable to a state are treated vastly differently. If an official diplomat slipped our President some ricin, the country which that diplomat represents would be cinders and ashes within 72 hours.
2. Anyone to be in the presence of the President is background checked in advance. That tends to weed out people inclined to slip some him ricin. People like Tim McVeigh who are prone to extreme acts tend to have a history. It's pretty rare that the average person chosen to meet the president, with no history of affiliation with radical groups, causes, etc., would suddenly pull something like that.
What the couple did was bypass the preliminary background check. There may have been a name check at the gate. But, not the preliminary check to get on the list.
