Not one of you mentioned WINTER!!

Have been dealing with underground lines for 20 years. In my part of the Great USA the frost gets down to 4-5 feet deep in the winter. That frozen dirt is as tough as concrete. How do you think a homeowner will feel when the cable or phone company has to bring in Jack Hammers and excavators or back hoes to bury a little wire within 15 days in January?? You cannot repair frozen dirt until it thaws.

I was reading the replies and wondering the same thing. Michigan winters are brutal and Consumers Energy charges extra for installing underground power conduit unless you dig it yourself. We did during the fall and sunk our own pipe, then they came in and connected in January.

I could certainly understand a small, extra charge for a February install or a delay if the weather's awful. I wouldn't want a cable guy on the roof or climbing a ladder in freezing rain. He's got a family, too.

The ground rarely freezes deeper than 6" in Howard County, MD, and seldom that much.

You understand. I don't think this law would ever work in the high plains (I live in NE) or the upper Midwest where you live ShellMMG. When we have had to dig up the frost it just completely destroyed the yard or ditch until after the spring thaw. But 6" frost would not be too tough to deal with I guess.

Ditch Witch may work in VA - but it will not leave the homeowner happy tearing up the yard and destroying the pretty pristine snow scene. But if that law was passed where I live, a Ditch Witch (we have two) wouldn't cut it in January or February for sure. We have to rent a Caterpillar or Komatsu; then hope to get it running sub zero temps. That is why a simple drop waits until spring as long as it is not a hazard.

Whats wrong with some light usage of dynamite to get the trench dug?
