SMC 8014, comcast, painfully slow ARP changes

I am trying to set up VRRP to bounce one of my 5 public IP address between two devices.

The public IP works fine on the first machine I use. However, when I move the address to the second machine the cable modem/router (SMC 8014) doesn't seem to allow the address to work until I power cycle the modem or else wait a few hours for the ARP to time out. I called Comcast and they said the equipment is working as designed.

Is there any way to get around this? I am trying to set up the equipment here at the office the same way that we have it set up in our data center, but this slow ARP timeout problem makes it impossible.

I would recommend to check with L2 or L3 support at Comcast, If this Modem is provided by them, perhaps a swap would be better option.
