The only thing I can think of that comes close is Boxcar with their Twitter search. It provides push notifications for search results (though I haven't tested it out yet).
Boxcar is free for one service only. They provide Facebook, Twitter, Twitter search, Twitter trends, and email. You can test them all out by removing the service. So you can test out all three twitter notifications and see if any of them are right for you. |

The free version of Echofon is what I use now, and it uses push notifications to inform you of @replies, but only if the person who tweeted is also using Echofon. Tweetdeck updates automatically when you're in the app... but I couldn't see a way to get notifications/badges/etc when the app wasn't active.
(DMs are "direct messages" which you get [and no one else sees] when someone sends you a private message.) |

| Since you're new to Twitter, I should mention that your Twitter account can be configured to send you a regular text message (SMS) whenever someone you are following posts something, whether it is a reply to you or not. This is called "Device Updates."
You can enable this on an individual user basis -- so if you have one person whose "tweets" are really important to you, you can enable Device Updates just for that person. My dad does this with the airline he travels on regularly -- they often post new deals via Twitter, and because the deals are often snapped up very quickly, he enabled text messages for that user.
