I think almost all Twitter push notifications come in the form of DM and @replies. Which I assume isn't what you're looking for.
The only thing I can think of that comes close is Boxcar with their Twitter search. It provides push notifications for search results (though I haven't tested it out yet).
Boxcar is free for one service only. They provide Facebook, Twitter, Twitter search, Twitter trends, and email. You can test them all out by removing the service. So you can test out all three twitter notifications and see if any of them are right for you.
