[TWC] ARP Traffic Question

I know how ARP works but when I think about it from a networking sense, it doesn't add up as far as cable networks go. If someone wants to communicate with another person on the same cable subnet as they are on how does it work? I would think that it would send out a ARP broadcast to all of the devices on that subnet but based on some recent reading it gets sent to the router first. How does that work though? As far as I knew, if a router receives a request for a device that is reachable on the receiving interface it drops the packet, no? So how does the packet loop back out the same interface so it can get to where it needs to get to?
