Cell phone companies should be allowed to charge an etf that is the difference between the current retail price and the discount price, exclusive of manufacturers rebates over the life of the contact.
If this bill goes through there could be etfs higher than $350. Then again consumers are a sleazy lot. Add a line with a smartphone. Cancel the line, pay the etf and sell the smartphone at a profit off the carriers back. -- Ken
