In my experience Astraweb servers slow down every once in a while. I'm not sure if it's my ISP or astraweb at fault here. However, usually everything is back to normal within couple of days. Of course I'd prefer for a consistent experience, but I'm not too bothered by slow downs, since it's rare that I need to have this or that right now right this second.

(At least this time) The source of the slowdown was somewhere between my ISP and the US servers. The reverse trace quite clearly showed the hop where network lag originated.

It appeared to be a router having issues at one of the peering partners.

I agree with everything else in your comment.
