No, the lower profile which means you're not gonna get it is actually 19/2. You may be OK.

My max sync is 32mbps (my line has grounding issues, that apparently cant be fixed unless my entire driveway is removed. )

I do only have internet, So 23 32 but I cant see att making an exception for internet only people to get the faster speed on a lower profile, even if in therory the profile/line has enough speed to support the new internet rates.

Im on the 25/2 profile

Cemented around it?

There's a way around that. But it involves removing a chunk of concrete near the meter pan and getting an expert borer to slowly work it an and push a conduit to it. All you need is a 3/4" conduit which can be done but you'd need to have a contractor do it.
