The government just paved the way for Telus and Bell to merge. Telus and Bell will argue that well capitalized, foreign entities can now run telecom companies in Canada and compete with them, so they should be able to merge.

It means one less wireless provider (hmm...a new provider allowed, but one less from a merger), less competition in the enterprise segment, and a bunch of people out of work.
