POTS service pretty much is ubiquitous, although in highly rural areas, that's often all that is available.
Schools, I'm not so sure about. While schools do tend to have fast Internet a lot of the time, I always thought that was financed through the school district's budget. I don't know how much in USF funds the school districts get, if any. |

That was a big joke too because I had someone tell me that yea they (meaning Verizon) was told to wire the schools but there was no provision in the funding to connect it to the actual internet. |
