Some of the money is being used for heavy-duty fiber construction that probably wouldn't have taken place nearly as quickly, and will probably lower bandwidth costs dramatically. However a few of the things I saw were for companies that aren't serving customers very well right now, with no guarantee that they'd serve them any better later :/
